Let’s put it this way: She likes to talk about herself, and particularly about the minutiae that she’s mastered. She’s much less interested in, oh, say, the big picture. Or anybody else’s accomplishments. When staff leave their jobs, rather than replacing them she uses the money to hire more staff for her own office rather than supporting the departments that lost staff.
